For the record we never intended to make any such change, so you can remove all assumptions that we were bent on doing so from the equation. This change if found to be true is definitely an unintended consequence of some other change, or a bug perhaps.

Gophur did some code checking and it looks like some China code fuxxored up some of the 1.31 code regarding the timers, resulting in factories rebuilding at double the speed. This wasn't caught during either the closed or open beta testing phase by testers (I keep typing 'testes'...that's not good).
Not sure what the time line is for remedying the situation, but now that the team is aware, it will be sorted out.

Oh well he should of linked since I think MM correctly ID'ed who found error, DOC was just reporting the news like MM, that Gopher found the problem. It's just that DOC wants it to seem he found the problem in that thread.
Anyway should be a Easy Backend Fix for Doc to do.
